Εγκαίνια Νέου Δικοινοτικού Εργοστασίου Επεξεργασίας Λυμάτων στη Μια Μηλιά

Πραγματοποιήθηκαν τα εγκαίνια του Νέου Δικοινοτικού Εργοστασίου Επεξεργασίας Λυμάτων στη Μια Μηλιά την Τρίτη 8 Απριλίου 2014.

Η εκδήλωση ξεκίνησε με σύντομο χαιρετισμό από την πρόεδρο της Διευθυντικής Ομάδας του έργου Tiziana Zennaro, ακολούθησαν ομιλίες από τον Δήμαρχο Λευκωσίας Κωνσταντίνο Γιωρκάτζη, τον εκπρόσωπο της Τουρκοκυπριακής Κοινότητας Λευκωσίας Kadri Fellahoglu, τον Αναπληρωτή Διευθυντή του Γραφείου UNDP Olivie Adam και τον Ευρωπαίο Επίτροπο Stefan Fule. Μετά τις ομιλίες έγινε αποκάλυψη σχετικής αναμνηστικής πλάκας.

Η δημιουργία του στόχο έχει την επίλυση πολύχρονων και σοβαρών λειτουργικών αλλά και περιβαλλοντικών προβλημάτων αλλά και την εξυπηρέτηση τόσο των άμεσων, όσο και των μελλοντικών αναγκών της ευρύτερης περιοχής της Λευκωσίας.

Η μελέτη και κατασκευή αποτελούσε την 1^η Φάση του συμβολαίου που ήταν κόστους 25,5 περίπου εκατομμυρίων Ευρώ. Το 70% της δαπάνης, βάση της αναλογίας χρήσης, καλύφθηκε από την Κυπριακή Δημοκρατία και το 30% για λογαριασμό των Τουρκοκυπρίων, από το εγκριμένο από την Κυπριακή Δημοκρατία σχετικό κονδύλι που αφορά περιβαλλοντικά έργα στο κατεχόμενο τμήμα της Κύπρου.

Ο Δήμαρχος Λευκωσίας ανέφερε στην ομιλία του, μεταξύ άλλων, ότι τα εγκαίνια του νέου εργοστάσιου είναι επίτευγμα μακροχρόνιας συνεργασία μεταξύ των δυο κοινοτήτων της Λευκωσίας. Η δημιουργία του εργοστασίου ξεκίνησε το 1970 με τις δυο κοινότητες να συνεργάζονται παρά τις δυσκολίες. Το πρώτο εργοστάσιο λειτούργησε το 1980 αλλά λόγω των αυξανόμενων αναγκών και των διάφορων τεχνικών θεμάτων που προέκυψαν, το παλιό εργοστάσιο κατέστη προβληματικό αφού δημιουργούνταν σοβαρά περιβαλλοντικά και τεχνικά προβλήματα με μεγαλύτερο θέμα την κακοσμία και την έλλειψη χωρητικότητας.

Με την ευκαιρία αυτή και στην παρουσία του Ευρωπαίου Επίτροπου και μελών των Ηνωμένων Εθνών απεύθυνε έκκληση για την στήριξη ενός ακόμα μεγάλου έργου, την προστασία της ιστορικής και πολιτιστικής κληρονομιάς μας που βρίσκεται στη νεκρή ζώνη.

Η άλλοτε πολυσύχναστη και γεμάτη ζωή εμπορική περιοχή μπορεί να γίνει τόπος συνάντησης για όλους τους πολίτες που ζουν στη Λευκωσία. Η εντός των τειχών περιοχή της νεκρής ζώνης έχει μια απίστευτα πλούσια αρχιτεκτονική κληρονομιά με μεσαιωνικά μνημεία, καλαίσθητα νεοκλασικά κτήρια και παραδοσιακά εργαστήρια τα οποία λόγω της εγκατάλειψης τείνουν να χάσουν τη σημαντική αρχιτεκτονική τους ποιότητα.

Το Ενιαίο Ρυθμιστικό Σχέδιο Λευκωσίας έχει διεξάγει έρευνα σχετικά με την αρχιτεκτονική αξία των κτηρίων και μνημείων με στόχο την μελλοντική αναστύλωση τους. Για το λόγο αυτό χρειάζεται την υποστήριξη όλων για την προστασία του ιστορικού περιβάλλοντος και τον σημαντικό ρόλο που μπορεί να παίξει σε πιθανή επανένωση της πόλης.

Ένα έργο ιδιαίτερα σημαντικό για όλη τη Λευκωσία. Ένα έργο που επιλύει το πολύχρονο πρόβλημα της αφόρητης δυσοσμίας στις γειτονιές και τα σπίτια μας. Ένα έργο που θα εξυπηρετήσει για πολλά χρόνια όλες τις Κοινότητες της πόλης μας!
Τέλος, ένα έργο που αποδεικνύει πως όταν θέλουμε, μπορούμε.

1.      I would like to welcome you all to today's opening Ceremony of the New Bicommunal Waste Water Treatment Plant of Nicosia.

2.      In 1970 there was the decision for the Design and Construction of the first Sewerage System in Nicosia. The Consultants at the time, quite rightly, chose this site.

3.      In 1978 the Representatives of the two Communities in Nicosia, Mr. Lellos Demetriades and Mr. Mustafa Accinci decided, regardless of the seemingly insurmountable difficulties, to proceed with the completion of the Sewerage Project and to provide proper service to all people.

4.      We have since been working together in good faith, to provide the best possible services to all the people of all Communities.

5.      The old Plant was first put into operation in 1980. Due to the fast growing demands and due to other related and technical issues, the old Plant started creating several serious technical and environmental problems. Under capacity and bad odours were but the two major ones.

6.      In 2003 an agreement was reached by the Representatives of both Communities, headed by Mr. Michalakis Zampelas and Mr. Kurtley Erk, for the need to proceed with the construction of a new Plant with a bigger capacity and based on modern technology, to replace the old problematic and already under capacity Plant.

7.      With the help initially of the EU Office in Nicosia and later of the UNDP Office in Nicosia, the two representatives of the two Communities, Mrs Eleni Mavrou and Mr. Cemal Bulutoglulary, made it possible to proceed to the proper invitation of tenders, evaluation and award of the Contract to the successful tenderer, the WTE-EMEK Joint Venture.

8.      We express sincere gratitude and thanks to the EU for their financial, continuous and precious support to this Project.   Most certainly we have to express our sincere thanks to the UNDP for their valuable support and their daily input, since they undertook the important role of the Employer during Phase 1 of the Contract.

Sincere thanks to the Project Board, to the Contractor and to every individual who has contributed towards the successful completion of this project.

9.      Today we celebrate the completion and operation of The New Bicommunal WWTP, but our cooperation is not over. On the contrary, we now need to cooperate further not only for the Operation and Maintenance of the new Plant, but to successfully resolve other serious environmental issues in the area, such as:

·        We need to resolve the problems from the continuous disposal of unacceptable waste from dairies and slaughterhouses to the old Plant.
·        We urgently need to dry, clean and restore the area presently covered by the old Plant.
·        We need to promote the design and construction of the system that will allow us to reuse the water for irrigation purposes, to benefit Farmers from both Communities along the eastern Mesaoria Plane.

Mr. Kadrin Fellahoglu and I have been working closely and sincerely and are determined to resolve these serious environmental issues, but a successful outcome requires your personal and also the EU full-hearted support.

Mr Commissioner,
The wastewater Treatment Plant that we inaugurate today is one of the achievements of a long-lasting technical collaboration between the two communities of Nicosia.

With this opportunity we would like to ask your support for yet another significant project. The safeguarding of our historic and cultural heritage, situated within the walled city’s buffer zone.

This area was for centuries our vibrant market place, a focal point for most activity and trade, a meeting point for all citizens living in the city.

That is why it concentrates much of the city’s rich architectural heritage such as beautiful medieval monuments, elegant neoclassical buildings and traditional workshops. A large percentage of these buildings are of high architectural value, but decades of abandonment had a debilitating impact on their structural quality.

The biccomunal Nicosia Master Plan team that constitutes a permanent technical cooperation between the two sides, carried out with the support of UNDP and USAID an extended research of the area recording and surveying its rich architectural heritage.
The results of this effort have been awarded the Europa Nostra 'Grand Prix' Award for Research in 2011 and in 2013 the Buffer Zone was named as one of the most endangered monuments of Europe.

We need your active support in order to first protect this historic environment but secondly and most importantly protect its potential to play in the future an important role for the functional integration of the city.
